Alsenior Development, LLC was founded in 1996 in St. Louis, Missouri, initially focusing on project management for church and community development. After relocating to the Washington, DC, area, we expanded by partnering with engineers, architects, and financial advisors to form ALSENIOR Development Inc. With over 80 years of combined senior management experience, we consistently deliver projects on time and within budget, grounded in values of honesty, integrity, professionalism, and customer satisfaction.

Well-Defined Goals

These projects aim to address the growing need for independent and assisted living facilities in Maryland and Virginia. They will be carried out through a new health care and staffing company, SYLVESTER Community Health Services, Inc., which will serve as the primary healthcare provider.

Core Objectives

  • Public Housing & Displacement: Increase the supply of affordable housing and protect current residents and businesses from being displaced by new infrastructure development.
  • Land Reutilization: Identify and use vacant, abandoned, or underutilized land—both public and private—near transportation projects to create new housing.
  • Housing Quality: Replace existing public and assisted housing with high-quality, well-managed mixed-income developments that better serve the needs of the community.
  • Community & Individual Well-being: Improve the outcomes for households in these new developments by providing support for employment, health, and children's education, and also seek to create an environment that encourages public and private reinvestment in these neighborhoods.
  • Veterans' Support: Provide safe housing for veterans. A secure home is the first step toward successful medical treatment, counseling, job placement, and other social services.

Development Approach

  • Collaborate with established healthcare providers and the VA to build multiple healthcare and assisted living facilities for veterans and seniors.
  • Expand services across multiple U.S. states, aiming to serve 4,000 clients in newly built assisted living and independent living complexes.
  • Support local municipalities’ master plans by addressing housing shortages in Virginia and Maryland.
  • Employ a multidisciplinary approach combining housing, treatment, counseling, and job placement to break the cycle of homelessness among veterans.

Marketing Expertise

Our marketing strategy will be comprehensive and multi-faceted, focusing on five key areas:

  • Media & Advertising: We'll launch targeted campaigns across television, radio, and both local and military newspapers to raise public awareness.
  • Corporate Partnerships: We will partner with corporations by participating in health fairs, attending business meetings, and conducting mass-mailing campaigns to reach potential clients.
  • Targeted Outreach: Our direct mail efforts will focus on key community groups, including government offices, churches, and medical and real estate professionals.
  • Referrals: We will build strong relationships with government agencies, medical groups, and our own clients to create a continuous stream of referrals.
  • Digital Presence & Events: We will build a dynamic website to showcase our services and allow for online appointments. We'll also host engaging open-house events, complete with media coverage and special guests, to introduce our facilities to the community.

  • Initiated City of St. Louis Energy Conservation Program, reducing utility usage by 18%.
  • Managed design and installation of St. Louis’s first automated maintenance work order system.
  • Coordinated maintenance for major events, including the Pope’s visit and 1999 Super Bowl celebrations.
  • Implemented centralized accounting systems for public works and facilities management.
  • Oversaw mechanical and electrical design review for an $80 million Justice Center in St. Louis.
  • Developed training programs, reducing labor costs for city custodial staff.
  • Managed renovation projects including 12,000 sq. ft. of City Hall space and a $3.8 million Child Development Center at Quantico Marine Base.
  • Directed $2 million oil spill remediation project in Washington, DC, liaising with multiple regulatory agencies.
  • Coordinated site utility development and renovations for the Prince George’s African American Museum.
