TJ Mahone has over 15 years of experience across government contracting, finance, and real estate, Ms. Mahone is results-driven professional known for my exceptional negotiation skills, deep understanding of procurement processes, and commitment to delivering high-quality service. Currently serving as a Contract Specialist with the Defense Commissary Agency, she provides strategic acquisition support, conduct market research, and lead post-award negotiations to ensure compliance and value for the Department of Defense.
Ms. Mahone career has spanned multiple financial and administrative roles within City of Richmond and federal government agencies, where I’ve developed robust expertise in budget analysis, payroll auditing, project oversight, and systems optimization. I am recognized for my ability to build strong cross-functional relationships, lead with integrity, and implement standard operating procedures that improve operational efficiency.
Ms. Mahone holds a Master of Business Administration (MBA) and a Graduate Certificate in Human Resources Management from the University of Phoenix, alongside a Bachelor of Science in Criminal Justice Administration. She is also a licensed Realtor and Notary Public in the Commonwealth of Virginia, with over a decade of dual career experience in commercial and residential real estate.
Skilled in a wide range of platforms including Oracle, DAI, DCPS, Opengov, and the full MS Office Suite, I combine strong technical knowledge with a passion for public service and continuous process improvement.

Program Management Analyst | Senior Facilities Leader | Government Contracting Expert
With over 30 years of cross-disciplinary experience in engineering design, facilities and project management, and government contracting, Absenia (AJ) Johnson Jr. is a recognized leader in the development and execution of large-scale, complex infrastructure and capital improvement projects across public and private sectors.
As Co-Founder and CEO of ALSENIOR Development, LLC, AJ brings deep expertise in managing construction lifecycles, lean manufacturing principles, and integrated logistics, starting from the initial concept design through final commissioning. His career includes critical roles with the U.S. Library of Congress, City of St. Louis, Missourri, Philip Morris USA, and multiple private-sector engineering and development firms, where he has consistently delivered on-time, on-budget projects with lasting value.
Mr. Johnson’s qualifications span:
- Structural, mechanical, and electrical design engineering (PFDs, PIDs, layouts)
- Capital project and construction management in historic and high-security facilities
- Contract negotiations and government procurement (FAR, COR, CO Level II certified)
- Budget and resource oversight for multimillion-dollar portfolios
- Development of strategic facilities operations and maintenance programs
- Leadership of multidisciplinary teams across engineering, maintenance, and finance
He has successfully managed operational and capital budgets exceeding $10 million, supervised 80+ personnel, and led federal-level facilities modernization initiatives that align with sustainability, safety, and operational excellence goals. AJ also served as a commissioner of facilities in the City of St. Louis and has been instrumental in transforming municipal infrastructure policy.
Carnetta Hill-Johnson, CP, MA, BS Co-Founder, HR Director | ALSENIOR Development, LLC
Strategic HR Executive | IT & Systems Professional | Government & Nonprofit Sector Leader
Carnetta (CJ) Hill-Johnson is a seasoned Human Resources and Information Systems executive with over 20 years of experience leading strategic HR functions, change management initiatives, and systems optimization across public, private, and nonprofit sectors. As Co-Founder and Acting HR Director of ALSENIOR Development, LLC and its affiliated SYLVESTER Community Health Services a 501(c)(3) nonprofit, she combines deep operational expertise with a passion for empowering people and transforming organizations.
Ms. Hill-Johnson has directed HR operations for organizations such as Staffing Etc., Fawema Enterprises, and Unity Health Care—managing complex regulatory compliance, benefits programs, RIFs, workforce development, and IT infrastructure initiatives. She brings a dynamic, solutions-focused approach to policy development, organizational behavior, and HRIS implementation.
With dual Bachelor's degrees in Management Information Systems and Business Administration, and a Master’s in Human Resources Management from Webster University, she is a Certified Professional (CP) in HR and a licensed Insurance Producer and Notary. Her leadership style emphasizes collaboration, employee engagement, and measurable impact, as demonstrated through successful initiatives like VoIP cost savings and morale-boosting employee recognition programs.
A member of SHRM, the National Notary Association, and the American Association of Notaries, CJ is recognized for her ability to lead change, build coalitions, and deliver high-value HR and operational outcomes.
Raymond S. Robinson IV (LR)
Col (Retired) Raymond S. Robinson IV served 30 years in command and staff positions at Squadron, Group, Wing and Headquarters levels. A Command Pilot, he has logged almost 4700 flying hours in a variety of military aircraft and over 5000 hours as a commercial airline pilot. After commanding the 164th Airlift Wing in Memphis, TN, he served as the Director of Operations (A-3) at the Joint Force Headquarters, Tennessee National Guard in Nashville, TN. He earned his Bachelor’s Degree from the United States Air Force Academy (1991) and a Master’s Degree from the University of Southern California (1995).
His professional military education includes Squadron Officers School, Air Command and Staff College, and Air War College. His military awards include Legion of Merit, Meritorious Service Medal, Air Medal and Global War on Terrorism.
He has volunteered in numerous community organizations; Chairman, Organization of Black Aerospace Professionals; Vice President, Tuskegee Airmen Inc. Sam Bruce Chapter; and presently as a Board Member on the American Red Cross Mid-South Chapter and The Academy @ Shawnee Aviation Advisory Committee. He dutifully serves as a MD-11 Captain at United Parcel Service.
